Traffic & Safety

Violates several sections of the City of Phoenix General Plan 2025
“The General Plan 2025 Update is a reflection of our City’s vision for a vibrant and sustainable future. It is the result of extensive research and collaboration with our community members and partners,”per City of Phoenix website. This General Plan update was passed by voters in the Fall 2024 general election with 79.53% of the vote
Displaces Existing Businesses
There are currently 43 established, professional businesses renting at the office complex. If we value the business community as we say we do, we cannot allow the dislocation of yet another small business hub.
Safety & Location Concerns
Located on a high speed, accident prone corridor. The South West corner of the property shares a wall with the on-ramp to Highway 51, a major arterial highway. This wall has been demolished twice in recent years by out of control high speed traffic.
Increases risks to already unsafe Pedestrian & Bicycle crossings and pathways
Sidewalks in this corridor currently have no buffer zone and the high speed vehicles jump the curbs. This makes for a dangerous combination
Compounds overflow Parking & Infrastructure
Developer has not allotted enough parking spaces. The neighborhoods, businesses and nearby schools would have to absorb overflow parking
Concerns about increasingly unsafe traffic and access issues for Desert Voices school
Currently parents must wait in the suicide lane while attempting to enter school grounds to drop off/pick up their children. Increased volume of vehicles will exacerbate this safety issue
Traffic already uses the school’s driveway to make illegal u-turns. This will increase as drivers attempt to circumvent entry/exit issues from their property
Negative Environmental Impact
These neighborhoods currently maintain a delicate balance between city life and wildlife, making them some of the last places in Phoenix that protect desert-city ecosystem. Incessant, high density development in these areas will destroy that balance
The doubling in height and size of proposed building would increase the heat island in an area plagued with heat island effects
Increases overwhelm on Public Services & Infrastructure
6. Describe your requested action
-Deny the current rezoning application
-Approve a comprehensive Traffic Impact Study (TIS) for the Shea Boulevard corridor particularly between 40th Street and Highway 51. This area meets the criteria for a High Injury Network (HIN) as outlined in the City of Phoenix Vision Zero Road Safety Action Plan
-Delay any consideration of application for rezoning until the results of the completed TIS can be analyzed and a plan to address both current issues, rezoning related complications, and future development can be formulated
-Strongly recommended a comprehensive corridor study and plan for rejuvenation that honors both existing business, residences and characteristics while honoring future, responsible, well planned growth.
